Yup. But he was removed from the game on version 1.7. IDK if you could still make him appear the way it says in the video I found though.

Well, sorry to say this, but the creator told me that this has pretty much been a publicity stunt the whole time. Idk if I was being lied to myself, but they said that herobrine was "removed" from the game only to try and trick people. However, there are intentions to ACTUALLY include him when the full game is released

Lol, the cretor told you? And I think Herobrine is a bit creepy, I just watched another scary video... They should add an option to enable/disable him. I wonder if the creator REALLY had a brother who's Minecraft name was Herobrine.
